This is the latest adjustment under USPS’s 10-year ‘Delivering for America’ plan, a $40 billion infrastructure investment funded in part by ongoing rate increases. It won’t be the last. Paying More, or Mailing Smarter

Rate increases are a permanent feature of direct mail planning. Run NCOA on every list

The National Change of Address database identifies recipients who have moved in the last 48 months. For lists not updated in a year or more, expect 8–12% of records to be stale. Move to 5-Digit presort through commingling

Marketing Mail rates drop 14% from the highest to lowest presort tier — from Mixed AADC at $0.433 down to 5-Digit at $0.372. Most mailers never qualify for 5-Digit on their own because their per-ZIP-code volume is too low. Metro Presort combines your mail with other clients’ pieces to hit the density thresholds that unlock 5-Digit qualification — typically on 75–90% of pieces, even on smaller jobs. Qualify for nonprofit rates

Consolidate drops

Splitting 30,000 pieces into three monthly drops of 10,000 typically costs more than mailing all 30,000 at once. Larger volumes hit deeper presort tiers, qualify for commingling faster, and spread setup costs across more pieces.

Use EDDM for local saturation

At approximately $0.259 per piece  after July 12, Every Door Direct Mail (EDDM) requires no permit, no list, and delivers carrier-route saturation at the lowest postage rate USPS offers.

Should I Mail Before the July 12 USPS Rate Increase?

It’s a frequent question we’ve been asked lately. This is our answer: If your campaign is already designed and your list is finalized, getting into the mail before the new rates take effect is worth the effort. It makes the most sense if you’re running high-volume acquisition campaigns, annual catalogs, transactional statements, or nonprofit donor appeals where that 4.8% difference materially affects your budget. For campaigns still in development, focus instead on mailing smarter — because how you enter the postal system matters more than when.
